If you desire to open a Community Care Facility (CCF) in California serving adults, the elderly, or a Regional Center (ARF-DD, ARF-MD, or RCFE) we can prepare parts A and B applications for a facility license, and Level 2, 3, and 4 Program Designs for Regional Center vendorization.
It can take up to 6 months or more to obtain a facility license after submitting a complete application. There are many steps you must finish before you will be ready to submit an application. Are you familiar with those steps?
An Online Orientation: The Adult Care licensing categories include Adult Residential Facilities (ages 18-59), Adult Day Programs (ages 18+), Social Rehabilitation Facilities, and Residential Care Facilities for the Chronically Ill and Adult Residential Care Facilities for Persons with Special Health Care Needs.
The interview typically lasts 45 minutes to 1 hour.
During the interview, you’ll be asked questions pertaining to your application and program. The following, and more, will be discussed:
• Section A of the application. The LPA will go over the forms with
you and ensure they are completed properly.
• Facility organization, including administrative and staff
responsibilities.
• Section B of the application. The program description, admission
policies, restricted and prohibited health conditions will be discussed.
• Administrator qualifications and educational requirements.
• Financial verification, including the information acquired from
banking institutions.
• Previous experience, if any, as licensee, administrator, or staff.
• The facility admission agreement.
• Staff training and documentation.
• Answering applicant questions.
• Conducting client activities.
• Client medical/dental appointments and how the facility will
accommodate such appointments.
• Medication procedures and storage.
• Reporting incidents and client abuse.
• The Licensee/Administrator’s background and reason/desire to open
a facility.
You should have your Component I Orientation certificate, a valid photo
ID, and a current and complete copy of the sections of Title 22 relevant to your facility type available for the interview. If you pass the Component II interview, you will proceed to the next step of a Component III facility
inspection.
**We recommend you begin reading your application as soon as you
submit it and that you spend as much time as possible studying the materials in the days prior to your interview.
Component III is category-specific training and discussion in areas not often understood by new licensees intended to promote successful facility operation.
This checklist after the fire clearance has been granted. The Pre-Licensing
visit can only be scheduled after the fire clearance is completed and all items on this form are certified to be complete. This form is to be returned to the Analyst assigned to the application.

The Registered Behavior Technician® (RBT®) is a paraprofessional certification in behavior analysis. RBTs assist in delivering behavior analysis services and practice under the direction and close supervision of an RBT Supervisor and/or an RBT Requirements Coordinator, who are responsible for all work RBTs perform.
Enhanced Behavioral Support Home means a facility certified by the Department of Developmental Services (DDS) and licensed by the Department (CCLD) as an Adult Residential Facility that provides 24-hour nonmedical care to individuals with developmental disabilities who require enhanced behavioral supports under specified requirements.
Provide 24 hours a day non-medical care and supervision in a group setting to adults recovering from a mental illness who temporarily need assistance, guidance, or counseling. Mental Health certification from the California Department of Mental Health is required for this type of facility.
Any community-based facility or program that provides non-medical care and supervision to persons 18 years of age or older in need of personal services, supervision, or assistance essential for sustaining the activities of daily living or for the protection of these individuals, in a day care setting, on less than a 24-hour basis.
